Abstract
National forest planners now endorse the ecological restoration of forests adapted to frequent surface fires as a way to reduce wildfire hazards and reestablish forest health (U.S. Forest Service Planning Rule, February 10, 2011). An essential step in designing successful ecological restoration treatments for such forests requires understanding the ecological environment that existed when a forest was still resilient and healthy. These past environmental settings are referred to as reference conditions (Covington et al. 1997, Moore et al. 1999, Swetnam et al. 1999).
